I having the same problem on my brother 7020 but I don't have anyway to test the traces and I would like to know what I should do and if the traces can break over time or is this somthing that has to come from factory
This voltage is actually a ldo voltage in which the super IO is pulled up to. The same line that goes to the super IO goes to the power button which is used to pull down the voltage to GND. If the Super IO is shorted you will not see that voltage at the power button as the super IO consumes and converts that voltage into heat

Hi friend Try and replace the RAM module at first i it still then you might have a problem with the bios or in worst case scenario you may have a faulty CPU Don't forget to check VCCSA also..
