7000# trailer + 15% tongue weight to the truck = 7000*1.15 = 8050 - roughly 2750# on that trailer empty = 5300 / 4 horses = 1325. Horses can weigh 1325 each or need to go on a diet. Livestock trailers are a hair different animal (pun intended), than most other types of trailer where you load in larger increments. Due to such, most manufactures use oversize rubber. Often a 7000# livestock will get 225/75/R15 rubber, same tires used in most 10K GW trailers, so even if max legal weight in your 4 horse scenario, your still going to have 3000# more tires than the trailer is rated for.
