I got that impression when I drove through it a few years ago.

Yeah, they have a regeneration programme ongoing in this city which involves demolishing any building with the least hint of character or history, and replacing it with fibreboard rabbit hutches peddled as 'executive apartmens' (most of which never get sold and wind up let by managing agencies to junkies and prozzies...); that's where they build anything and don't just leave a rubble-strewn wasteland. Sigh...

This place looks a lot like Birkenhead, perhaps HMHB were writing this song about their hometown?
