Duncan Stewart investigates why in the middle of a housing crisis Ireland has one of the highest rates of vacancy and dereliction in all of Europe and what can be done about it.

Dereliction has plagued most Irish cities and towns for so long, that many of us have become normalised to it as we go about our daily lives. If left unaddressed, vacancy leads to dereliction which then has a contagious effect, spreading through the urban environment, eroding the cultural and economic potential that can eat away at the morale of communities. With close to 15% of the total building stock in Ireland lying vacant, it is clear that the problem of vacancy and dereliction are twin challenges that need specific focus. Could tackling the problem of vacancy and dereliction be key to solving Ireland's housing problems?
Addressing vacancy and dereliction could be the key to repairing sprawl, increasing housing stock and improving urban environments. In this episode Duncan Stewart will identify why dereliction is so prominent in Ireland, what impact this is having on our communities. He’ll also look at the policies and incentives being used in other countries to prevent and reverse the blight of vacancy and dereliction.

There is a Vacancy Tax under the Urban Regeneration and Housing Act, 2015. Under this Act, from 1 January 2017 each local authority is obliged to introduce a vacant site register. With impunity, many councils refuse to comply with this law.

I believe it's not technically a tax but a fine. If it were a 'tax', to be collected by the Revenue commissioner, it would be guaranteed to be collected The tax man always gets his money😉

Those buildings are the victim of successive F.G and F.F governments which have badly overlooked the domestic housing market and many issues regarding their people for that matter. Won’t effect the likes of Varadkar and co with the brilliant wages their on each week, it’s not as if they’ll be visiting badly let down local communities anytime soon.

The issue of why properties become derelict is not addressed here. There are many reasons and adding new taxes may not be the solution, particularly if lack of funds is the problem. More support from local councils for families that have trouble with the upkeep of their homes and an Eagle eye on Vulture Funds that purchase properties and leave them unused for years might help. Also the figures of vacant properties from the Census include properties that are being refurbished and so they will be inhabited in due course. I doubt if "ordinary" people leave properties to become derelict on purpose, so adding more taxes and fines to their lot does not seem an adequate solution.

It is possible that some of these properties are owned by people or companies waiting for the land price to rise before they sell it. It is unfortunate to say the least that young people cant afford to live in their own homes. The government needs to be pushed to do what is right for people. I live in Canada. I retire soon and my rent will be 80 per cent of my income. I live in 2 small rooms in a basement. I dont really care about myself but my heart breaks for all the young people around the world who find themselves victims of inept governments and greedy landowners. Vote the current government out and replace it with one more in line with your own core values. I know that is easier said than done. In my country they seem to be as bad as each other. I would say it is. We call that property hoarding. With everyone holding on to property it pushes up the costs of it. Our government should, at the very least, introduce a tax to disincentives property hoarding. If done properly, this could have the 'butterfly effect' on the housing crisis in Ireland.
