This guide shows you A True Believer Dead Ghost Location in Destiny 2. The dead ghost is only there if you have the specific quest called "A True Believer" from Eris Morn.
To get a quest you need a "Lost Ghost Trace" item which drops from the chests, helium filaments or nightmare enemies on the moon.
The dead ghost is Ghost Fragment: Toland's Ghost

This area surprised me, it was the first area outside of a heroic lost sector, nightfall or a seraph bunker clearout that I saw an overload champion.

really? There are quite a few on the Moon. I believe collecting one of the weapon parts for a weapon essence quest has an Unstoppable Ogre right next to it.
