Yeah, especially in manga, Deoxys is described to be the strongest Physic Pokemon from outerspace. The battle between it and Mewtwo, the strongest Physic Pokemon on Earth, never fails to amaze me.

A rock was it's answer. A single, stray piece of rubble from this decimated wasteland. The broken remnant of the landscape collided with Deoxys' head, causing the legendary creatures eyes to shut in a wince of momentary pain. It had done no real damage of-course, a single pebble could not damage a mountain after all and the irritation subsided as swiftly as it arrived. Open eyes glanced at the trainer again, about to speak again. But what the legendary saw was enough to give it pause. This trainer, this empty husk of a mute that seemed apathetic to the world around it. A creature of only a single, neutral expression that drifted through this world with nary a care for anything but the next challenge. This mere HUMAN, this constantly composed and collected creature stood defiantly. That placcid, calm expression the trainer always wore had morphed; brow creased into a glare of cold fury. Hands clenched tight, trembling in anger. It could feel the anger, the all consuming HATRED of this single human towards them in this moment as it ordered it's pokemon to battle. Collecting itself, Deoxys prepared to end this. What could this one human do? It had failed up until now. All that was left was to put it out it's misery.

Well, you still have Celebi as an alternative method for time travelling. And if it comes to the worst, let's look for Arceus to give birth to another Creation Trio.

(if we go by game logic it's quite the opposite. A villain can win a thousant times, if the heroes wins once and the player save the game it's all over.

*Rage.* That’s all Deuce felt. *Searing anger.* Deoxys had taken everything from him. His mother, his professor, his best friend: Ace, all murdered in the blink of an eye. Why had Mew protected him. The small pink mythical Pokémon had given the last of its energy to encapsulate Deuce in a protective barrier and had died in the process. Why did Mew choose him. Why not the champion? Why should he live when others should die? Why?…Why? *WHY?* Deuce’s mind flashed back over his life. He saw the smiling face of his mother tucking him into bed. He saw himself and Ace choosing their starter Pokémon from Professor Pine. He remembered catching Blipbug which would eventually grow into Orbeetle. He remembered his life, his happy life. Then all those memories faded. He looked around him. Everything, gone. The life he knew was gone. A new wave of *anger* was surging through him. *Hatred.* *Malice.* *RAGE.* A drop of blood fell from his palm. He had been clenching his fists so hard that his nails had pierced his skin. The shock of pain jolted his mind. He stopped and took a moment to breathe and steady his mind. He knew he couldn’t head into battle in a blind rage. The anger still stood fresh in his mind, but now it was tempered with determination. He had to act strategically. He thought back to the research he had done with the professor before, before well… He took another moment to steady his mind. He remembered that Deoxys was a special Pokémon. It could change its form using an ancient relic. Each form had different strengths and weaknesses. But as long as it could switch between these forms at will, Deuce knew he stood no chance. Then he noticed it: a small rock. The monster seemed to be using its telekinetic powers to keep this rock close to itself. That must be the relic. “That, that’s its weakness,” he thought. Deuce took one last moment to settle his mind and “said” his iconic phrase: “. . .” He thrust his arm forward, preparing for the battle of his life. Orbeetle tensed itself as well; the glowing lights on its body seemed to get brighter. Even though his voice was silent, his mind was racing. Deoxys began to laugh, then in a sinister voice that echoed across the empty, broken land, it said, “alright, here we go,” and rushed forward.

It's fine to think that Pokémon would soar to new heights if it were to remove the "family-friendly" goals in the TV shows. It's extremely biased and ignorant to believe that no other series would stand against it however.

Not sure if you still want to know, but its probably because both are alien themed. Dexoys is a space virus and Orbeetle looks like a ufo in it's gigantamax form.
