From the perspective of a person who is sitting in Islamabad or in Punjab, it seems a reasonably good analysis. BUT for people like me who live in Quetta, this analysis lacks appropriate knowledge of the ground realities about real estate prices in Quetta city. The prices of plots in various private schemes in Quetta are far higher than DHA Quetta, mainly due to the unavailability of land. DHA Quetta is the last piece of land that is available in "proper" Quetta city. Please have a look at the map of Quetta city and let me know if you find any vacant space where a housing project can be initiated?

The only reason is current political situation. Insha Allah old allocation files will again go up. Hopefully DHA is going to announce it's ballot date in a month or so.
