According to my own hypothetical thoughts, this was from a time when you could still get away with jokes like this without having the cops come after ya'.
im pretty sure they meant that when it was airing like on channels and stuff and not on disney, it was censored everywhere except europe. so like if u were watching the dvd version or smth in canada, it would be censored but in smwhere like france, it is not.
I’m Canadian and I remember in my middle school this was the only movie we always had on hand so we watched it whenever we asked for a movie day. There was a ‘fun day’ where we watched it three times and I haven’t watched it since. You can only see Barts genitalia so many times in one day man.
i got the movie dvd for christmas when i was 8 or 9 because i loved the simpsons. i remember watching it with my family and that scene came on uncensored, uncle was laughing and my aunt was screaming and i was smiling ear to ear. it was pretty funny.
As a person who has watched it all happen there were things covering it until he got to a bush with holes in it and it wasn’t censored I’m now traumatised

I remember that being uncensored at the movie theater and being one of the funniest things I've ever seen and one of the first times I've ever seen nudity in film.
The movie: a wuick second of nudity, Homer showing the middle fingers, ralph saying 'i like men now', Flanders accidentally made his kids ssy 'Bountiful penis', Homer was found by an indeginous lady and leaves by calling her 'boob-lady' Age Rating: PG13
Wouldn't it have been funnier if the black censor bar said "DVD VERSION ONLY", because I'm pretty sure most European countries do have rules against gratuitous child nudity on TV and movies.
