Maybe they are using Celsius where others might use Fahrenheit ? Only reason I can think it Looks low.

Yep. They say to put a blank mug in the unit when heating up so you don't damage the element. Plus 1 minute is way too short, maybe less so if you put the mug in while it heats up.
