Tbh with part 1 Dio vs base Kars, with SHOWN feats, Dio just displays more (Kars obviously was hinted to be stronger and taking down the rest of his species with only Esidisi is no damn joke), but speed just absolutely goes to Kars, (reacting to bullets from a machine gun, AND slicing them perfectly, the first time he's ever seen a gun, was shot down, pushed through, and then immediately afterwards countered it).
buffed the world(the world ultimate), Passione(basically predicts the future) and Beyond(literally plot manipulation and etc as long as Dio believes in it he'll win every battle inside his verse, therefore he scales somewhere to outversal)
