They could go back in time. Set it before the first two games. The Outsider said in the first Dishonored that there are eight people like Corvo bearing his mark. We could follow one of them.
tbh, i love the dishonored's world. i'd be much happier of they'd just focused on new character or a maybe even a new city in the sequel. Daud/delilah Corvo/Emily's story already concluded so nicely in the first game including the dlc, it would have been hundred times better of they'd just leave these character in peace and totally introduced newer ones.

I have the free AE update, but I didn't purchase the Anniversary upgrade that gives you all the creation club items. You'll have to decide for yourself if you should should buy the upgrade or not. You might want to look at the features of the upgrade then decide.
