It's probably because most people think he's boring as while he is violent and ruthless, he doesn't show much reasoning for his behavior and he isn't memorable. In fact, many forget that Mulan has a villain, he's that forgettable.
They should have replaced Mcleach with Shan-Yu. Not only is it implied that Shan Yu killed a LITTLE girl for no reason, he also burned down a village of innocent people. Let's be honest, "The Rescuers Down Under" may have been released during the Disney Renaissance era....but it's not REEEAALLLY a Disney Renaissance movie (plus many people haven't even seen it)... This has nothing to do with my personal bias either because I would say the same thing about "A Goofy Movie" (one of my favorite Disney movies) if it were to be considered a renaissance era movie under a technicality like The Rescuers is.
That's a pretty nice list there guys, though I think you missed Shan Yu and his entire army of Huns, who I think should be in the upper half of the list for their brutal ruthlessness in slaughtering anyone and everyone in sight who got in their way without any discrimination. It didn't matter whether you're a poor farmer, a merchant, a rich nobleman, or an imperial soldier. Not even if your young or old and completely defenseless. They destroyed an entire village in the movie, leaving nobody alive in the slaughtering, they had a very strong inelegance and espionage system to figure out what the Chinese army was planning to do, so that they could have the element of surprise and take them out. When Shan Yu realized Mulan's true identify as well as her being Ping, of as he called her "The Soldier from the mountain", he immediately charges at her with full intentions to kill/murder her. Definitely not the kind of villain and warrior to underestimate his opponents.

I’d say evil is “killing with intent for specific motives”, so even though there were less deaths, the Titan’s killed whoever for no reason, whereas Scar killed his brother and attempted to kill his nephew for the throne and power.

Now do the ones from the Experimental Era. For John Silver from Treasure Planet, I would definitely put him in the least evil category because of his father and son-like bond with the movie's hero, Jim Hawkins, along with his redemption near the end. He's not your average Disney villain. In fact, he's a morally gray one, and that's the kind of villain you don't see Disney do very often. Which is a such a shame because Silver proves that morally gray Disney villains can work and that there's an audience out there for those kind of Disney villains. And for Scroop also from Treasure Planet, I would definitely put him in the most evil category because of what he did to poor Mr. Arrow during the black hole scene and his multiple attempts to kill Jim. He's a bloodthirsty, murderous, cruel, and sadistic psychopath. His appearance as a terrifying spider-like alien just screams pure evil and would give arachnophobes nightmares for weeks. He's every space cabin boy's worst nightmare.

@@1992disney unfortunately Scroop being more memorable isn't enough to beat Rourke attempting cultural genocide for money not to mention Rourke is in the pure evil wiki and right up there with Frollo, Scar, the Horned King, Dr Facilier, King Runard, Coachman, and DOR 15 and being pure evil means you have to go above and beyond when it comes to being evil and having no redeeming qualities. And yes Scroop also has no redeeming qualities but he doesn't quite hit the henious standard which is why he was rejected when he was proposed for pure evil.

At least Scroop's motivation for his crimes made some sense (even if it wasn't explained that much) compared to Rourke's, which didn't make that much sense because he really didn't even need to go that far. Taking photos along with bringing home their own crystal necklaces in order to prove to the world that Atlantis truly does exist should be more than enough to make not only him filthy rich, but for the rest of the remaining crew filthy rich as well. He didn't even need to be a bad guy to begin with. The movie could've worked so much better without an antagonist and could've just been about the journey and saving Atlantis from a force that threatens to destroy both the rest of the city and civilization.

the scariest thing about frolo was that people like him acctualy did (And some still do or simular to him) acctualy exsisted basicly only thing that realy is fantasy would be the gargoyls if they talked or moved. (Not seen the movie) and when it comes to the ringer that could be his fantasy, and when it come to frolo it could be the fear and terror from the possision he is in at the moment, dangeling hige above a burning inferno in the streets of paris and then the gargoyl figure starts to give away from the weight of frolo clinging to it.

I agree with that list. Robert just wanted his daughter back, and felt that her disappearance was Krei's fault. King Candy was driven to madness (no pun intended) when he realized his game was becoming outdated, and tried to get revenge for it. Dawn was terribly mistreated, but trying to ruin the reputations of all predators is far worse than anything that was done to her.
