This is the Disney Villains After Hours event character farewell! It ran about 10 minutes on the first night, with Anastasia & Drizella, Lady Tremaine, Cruella, The Queen of Hearts (face character!) and Gaston saying goodbye from the top of the train station and interacting with each other and with guests below.
