Display Rule Entity Privilege Rule for Command Button in Power Apps Command Button Visibility

Everything made sense to me until Display Rules, why did we have to add the display rule to the command? What are commands .If there are several commands how will I know which one to add the display rule to?

Hello, just a curious question - If I customize buttons in Dev environment, how do you apply it in the solutions in UAT environment as an example? DO I need to access the ribbon in UAT environment again?
