I like having separate under garment, but if I were to add lining, I would hand stitch it loosely on the inside of the bottom shirring, or separate the bodice and skirt and sew skirt, skirt lining and bodice together at the waist. hope that makes sense!
I’m not sure if I understand you correctly, but if you don’t want to use the dimensions in the video, I would do (finished measurement) x 3 for shirred area, it depends on your fabric too. I would test shirring on 10” long strip (I’d do at least 5 rows), and see how much it shrinks and calculate from there.
Could you do a version of this in layers of tulle??? Like the Collectors edition of the Ellie Nap dress by Hill House?? It's just so gorgeous! And so far your video is the closest!!

Thank you! I think what you saw was a part of “quilting foot”. The needle looking thing is attached to the back of the quilting foot, and you can adjust it to measure a certain distance from the (actual) needle for accurate quilting. it’s quite helpful when you’re shirring!
Hi! I don’t remember exactly what I used in this video, but usually I use 65/9 or 70/10 needle for chiffon material, and most importantly, a NEW needle as it is sharper than old ones! tension depends on your machine, but I would weaken the tension if thread pulls fabric.
