It's absolutely Thom Yorke. The sample is from another TUne Shadow did with him as Unkle called Rabbit in your headlights. Also an intensely amazing tune.
The track at the end of Heat is "God Moving Over The Face Of The Waters" by Moby. Available on the album "I Like To Score". And you're right, it's a corker.
Years ago, I found the original, longer version of this, where he starts by talking about the equipment he uses. Such an amazing artist, such an amazing performance.
Jingle Jangle ah got it. I know of the track but for some reason the way he edited into the live version sounded more like Aschcroft to me. I went back and listened to Rabbit and heard the vocal part...what a great track though.
Singer says "I can still feel you" in spite of lacking sensory perceptions, proving that he exists through memories and recollections (hence the many snapshots when the percussions hit) Communication without speech or body language, but through experience - Shadow's being his journey through music, on tour and perhaps the creative process in the studio, but that's just my take on the track

I'm trying to make an album now. It takes so much time, so many hours wasted. And you think to yourself, I could be doing anything right now, I could be living. What am I doing. Suddenly all music just sounds the same and the music becomes mathematical. Trying to force some imaginary barrier. Music should be fun,it should be so simple. What a joke, I really wish I could just be content, I didn't want any regrets, I wanted to finish my art. Now I regret bothering to follow it through. What a joke
