Captain and Chief Eng. are same rank personnel and both are the ultimate high ranking people on board. The Captain is the final decision maker out of the two. The C/O is second in command for navigation side as similar to Second Eng. is to the eng side.

Well, in the US it's because the National Geographic channel has no idea when they will show the new episode, even though they showed the earlier seasons.
