Not actually. This episode had a rather large contingent of extras and of course the spaceship models, planet and Ark jungle sets and the Monoid costumes had to cost a bit. Yes Doctor Who was a low-budget show which relied on clever ideas and even cleverer execution to make up for lack of cash, but the creation of a race of invisible beings for this story wasn't merely a budgetary concession but serves a specific plot point here. In this case, the inhabitants of the Ark, both human and Monoid, being faced with having to prove worthy to inherit Refusis as a new home and a race of beings who can easily stop them from landing and against which force is of no avail. Yes it is a sign of the creativity Doctor Who relied so heavily upon in its early years but it would have been as easy to have depicted Refusis as inhabited by a humanoid race with a full range of psychic and psychokinetic powers. Invisible Refusians, however, are quite different from another bog-standard humanoid race and add a decided element of mystery as you cannot know if they are nearby watching and perhaps waiting to strike with their power.
