For added context to last half as there's no dialogue, you have Not-Jim Douglas and his co-driver/likely love interest at an airfield, presumably for practice or testing for an upcoming race. The airfield owner (or Not-Jim's manager) brought his dog along, who proceeds to bark incessantly while they're in the middle of a discussion. Not-Jim chucks the dog's ball to appease the little pup, only to watch in bewilderment as his previously unpossessed and unnamed race car bolts after the ball instead.
This isn't actually how Herbie was created, In The Love Bug 1997 Before Horace was made 2 man's wanted a Living car from a German man, He took them seriously, He was creating a mix so he could create the living car, suddently a accident happened, a Picture of his beloved wife fell into the mix, wich made a possibility to make a living car, As in Herbie's first movie known as "The Love Bug" Herbie didn't have the number 53 and stripes, so that was how herbie was created
Oh, I'm aware, thank you! This just popped into my mind as a what-if reboot and figured it would be a cute, albeit initially sad, way to characterize Herbie. Especially if his antenna acted as his tail!
