For anyone wondering, papa’s looking at the babies like that cause he’s excited and really wants to smell and greet them but he knows mama will bite the hell out of him and throw hands if he does. Mother dogs are incredibly protective of their babies and usually only let their bonded owners touch them- and even then it needs to be an incredibly strong bond with a dog that’s not super independent.

That face is both excitement for having puppies and fear of mama. Thats how close she is letting him get to them. He really wants to sniff and lick them, but (not shown) she bites his face every time he gets any closer.
