On an average a good frying pan should cost between $20 and up. I personally would never buy a $4 frying pan just to save money. Money is not everything, your health is. You have to be very careful with certain items that touch food, could be carcinogenic.

Try getting universal converter from India. You laptop chargers or mobile chargers will work with the converter. Here it’s expensive, try getting from india .
