It’s a thorough process to have an elected official removed from office. It could take an act of Congress in some if not all cases.

They had a recall vote some time ago where she was to leave office, but it was overturned by the courts on some technicality so they can't have another recall. If they would just arrest her, problem solved. But certainly don't put the second-in-command in charge. They probably stink just as much as she does, eating all that food, free trips, etc.
