Once the feds got used to using RICO and dangling effective life sentences in front of guys by the 80's and 90's, on top of advanced police surveillance technology and advents like DNA to corner them with slam dunk convictions, guys simply didn't want to do the time like that nor be able to get away with things like the past decades. It used to be that guys would get 7 years, 10 years, maybe 15 and stand on it since they knew they'd come home and rewarded for staying solid. There have always been rats, it's part of that life, but once the old timer heavyweights went away by the Commission Trial in the mid-80's, times changed and things shifted on the street to the point that guys broke rules, dropped bodies everywhere, and saw that there was no real incentive to hold it solid in that life when it was their turn to go to jail. The Genoveses are still the strongest family because Gigante managed to stay on the street for a long time, even ducked the Commission Trial by fooling the feds, and it meant that they barely had any rats at all. When the actual boss is on the street and running things, these guys seem to value the loyalty and rules, but when the bosses all began going to jail forever, the cracks really blew all of that up and led to rats festering more and more. The current boss of that family is somehow still on the street and doing it right by being a ghost which is why they're still the strongest family to this day.

Randy Pizzolo was far from an innocent victim, he knew what time it was before he got wacked, he bought a $1 million dollar life insurance policy payable to his wife and daughter, he got clipped the day of or before he was supposed to sign the papers for the policy.
