Bro, I know this is going to be a pain to do but…. Drop the fuel tank - replace the fuel pump assembly if you can. If not replace the strainer in my experience that strainer is a fail point you get sediment, rust etc in that and you’re starving the pump of fuel. Replace the fuel filter, you get some serious grime that sits in the bottom of that cup and that’s flowing through your system also. Last thing would be if the strainer was replaced before or the tank itself is aftermarket the baffling is far different from an oem tank so once you get down to anything lower than 1/4 you’ll run out of fuel because that internal baffling isn’t funneling fuel into the pump just food for thought brother, good luck
