For us Lithuanians Latvia and Estonia is always a countries which don't have big sense to visit - as it would be for person from North Dakota visit South Dakota or North Italian visit south Italy and etc, what is basically cool but not something special. Any ways if you want get to the north, to Finland you must cross Baltics: Lithuania (Lietuva), Latvia (Latvija) and Estonia. As not often we visiting nabour countries we decide travel through not so touristic places and see highest hills around, so no for Riga, and yes for Gaizinkalns and Suur Munamägi. And Tallinn? There is the ferry to Helsinki, mission impossible go another way.

According to a story, the first watchtower on the top of Suur Munamägi was built, when Napoleon invaded Russia in 1812, and the Russians expected that he could attack St. Petersburg, the capital, instead of Moscow. And, the wooden watchtowers were built there since then, until replaced with the current stone one. That story may be just a legend, but until recent times, numerous watchtowers were built to the highest hills around not because of tourism, but to locate forest fires and stuff like that.

I totally understand you. If I need to drive from my home Tallinn to Europe, there are two small, but slow and lot of timetaking countries, especially Lithuania with its "avaringas" sign+70 km/h and those long good paths with no possibility to passing slower cars. Only after Poland border the party begins :)

The ugly-ass tower on Munamägi is not put there by estonians. It was done by the russian overlords in the soviet era.
