Legendary UCLA planning professor Donald Shoup explains why free parking is never truly free.
In this interview, Donald Shoup explains all that’s rotten about parking in the United States. Poorly designed parking policies and excessive parking infrastructure worsen congestion, endanger pedestrians, exacerbate climate change, and increase housing costs. We all think we want free parking, notes Shoup, but that’s because we’re not accounting for the real costs.

The first time I actually thought about the societal cost of parking was when I was subletting from an apartment after college. The tenant I was subletting from didn't have a parking pass for his unit since he didn't have a car and I was borrowing my aunt's car for the week. That entire week, I was feeding a meter every couple of hours at a nearby lot and a couple of times, I missed the mark and got ticketed. i must have spent a hundred dollars that week on parking. It struck me as absurd that we have these marvels of engineering that can cross distances in hours that would have taken our ancestor days and yet the the most common dilemma we have to deal with is where to keep them still.
