During his recent visit to New York, Donald Shoup, professor of Urban Planning at UCLA, sat down with Open Planning Project’s Mark Gorton to discuss parking policy and play with Matchbox cars on a miniature New York City street grid.
Shoup argues that charging higher fees for curbside parking would free up more parking space, reduce congestion-causing cruising and generate funds for local street improvement projects. And unlike congestion pricing, City Hall doesn’t need permission from Albany to make it happen.

Parking costs in Amsterdam center: €7.50 per hour (almost $9.00 per hour) From 6 in the morning until midnight. Including weekends. But it is still hard to find a parking space. Because parking spaces are removed by the thousands in Amsterdam. The clear message being: Don't drive to the city center. Unless you really, really, really have to.

Every person on a bicycle reduces the number of cars fighting for space. Cities and commuters should do more to encourage people to ride bicycles to work, school or for fun. Safe protected bike lanes would encourage more adults and children to ride bicycles safely.

I live a few miles outside of town. A town with shopping and commuter train. Narrow roads and aggressive drivers kill any confidence I have on a bike. I would love to see protected bike lanes in my area!!!

Long term parking should not be possible on the land that belongs to everyone. People would look weird if you'd build your swimming pool there or a greenhouse but leaving your car on the street all month is considered normal.

More expensive may also keep people longer, because consumers may want to "get theier monies worth." Gladwell covered this phenomenon with day care late pickup fees. Parents were actually more punctual when there was no fee for picking up kids late. Parents who paid a $15, or so, fee felt like they were getting a reasonable deal for extra child. care

This is a good point but I'm not sure if it applies here. In the child care case, there is a feeling of guilt towards an actual person (the caretaker), with whom the "guilty" party has to interact with in person (both when they pick up the child late, and every day thereafter). Additionally, the guilt is caused by the fact that they are breaking an agreed-upon norm (the pick-up time). In the case of free parking, there is no identifiable person who you are hurting if you stay in a spot longer -- the hurt is spread over everyone trying to park at that moment. And you don't have to interact with any of them, either. I'm not convinced that drivers feel guilty about how long they park. (BTW, I'm assuming parking is metered by time and not a flat fee -- that would change things)

They increase the fare until the turnover rate makes 1 or 2 spaces available most of the time. If you want to stay and pay, ok.

Set a time limit instead. That way, wealth is not a discriminatory factor.

Then parking would be paid for in fines. The outcome might be the same but everyone hates parking tickets.
