Perfect Paul (also known as DECTalk Paul, CRS Paul or Old Paul), was a voice used by the NOAA Weather Radio and National Weather Service offices from late-90s to 2016. Perfect Paul was produced by the DECTalk Speech Synthesizer, and was mainly used in some late-EBS weather alerts and most EAS weather alerts between 1997 and late-2002. Starting in late-2002, it was replaced by Craig (later replaced by Tom) and Donna, although it was occasionally used for tests and alerts until mid-2016. Earliest known usage of the Perfect Paul voice by NOAA/NWS was a Flash Flood Warning from 1996 on KTVK-TV in Phoenix, Arizona originally uploaded by SSTEAS, although later got re-uploaded by a few re-uploaders. Donna (also known as Crystal and AT&T Crystal) was a voice used by the NOAA Weather Radio and National Weather Service offices from late 2002 to 2016. In late 2003, along with the introduction of Tom, her voice was improved by NOAA/NWS. Some offices such as LOT (Chicago), SGX (San Diego), and CRP (Corpus-Christi) use her for warnings. Tom (aka Speechify Tom) was a voice used by NOAA Weather Radio and National Weather Service offices from late-2003 to 2016. Following the replacement of the CRS with the BMH, Tom (along with Donna and Perfect Paul) were all replaced by New Paul. By many, Tom is considered the most popular voice used by the EAS. Some people even call him "the true voice of the Emergency Alert System". Craig (also known as Mike and AT&T Mike) was a voice used by the NOAA Weather Radio and National Weather Service offices from late 2002 to late 2003. Although Craig was retired from NOAA/NWS, he was heard on EMNet alerts since 2007(?). New Paul (also known as VoiceText Paul) is a voice used by the NOAA Weather Radio and National Weather Service offices since 2016. New Paul was produced by VoiceText TTS and has been used in most EAS weather alerts since 2016. He replaced the CRS voices (Tom, Donna and Perfect Paul) following an announcement done by the National Weather Service about the BMH's introduction. NOAA Weather Radio (NWR), also known as NOAA Weather Radio All Hazards, is an automated 24-hour network of VHF FM weather radio stations in the United States that broadcast weather information directly from a nearby National Weather Service office. The routine programming cycle includes local or regional weather forecasts, synopsis, climate summaries or zone/lake/coastal waters forecasts (when applicable). During severe conditions the cycle is shortened into: hazardous weather outlooks, short-term forecasts, special weather statements or tropical weather summaries (the first two are not normally broadcast in most offices). It occasionally broadcasts other non-weather related events such as national security statements, natural disaster information, environmental and public safety statements (such as an AMBER Alert), civil emergencies, fires, evacuation orders, and other hazards sourced from the Federal Communications Commission's (FCC) Emergency Alert System. NOAA Weather Radio uses automated broadcast technology (since 2016: Broadcast Message Handler) that allows for the recycling of segments featured in one broadcast cycle into another and more regular updating of segments to each of the transmitters. It also speeds up the warning transmitting process. Weather radios are widely sold online and in retail stores that specialize in consumer electronics in Canada and the US. Additionally, they are readily available in many supermarkets and drugstores in the southern and midwestern US, which are particularly susceptible to severe weather-large portions of these regions are commonly referred to as "Tornado Alley".

WFAA (channel 8) is a television station licensed to Dallas, Texas, United States, serving the Dallas-Fort Worth metroplex as an affiliate of ABC. It is owned by Tegna Inc. alongside Decatur-licensed Estrella TV affiliate KMPX (channel 29), which provides a full-market high definition simulcast of WFAA's main channel on its UHF physical channel assigned to channel 8.8, due to long-term issues involving WFAA's digital VHF signal.
AccuWeather Inc. is a private-sector American media company that provides commercial weather forecasting services worldwide. AccuWeather was founded in 1962 by Joel N. Myers, then a Pennsylvania State University graduate student working on a master's degree in meteorology.
