I think they wanted to start another omnic crisis war to make everyone stronger as doomfist says "those who fall will be forgotten for ever, but those who raise up will be remembered".
Talon are trying to stop the next omnic crisis. They killed that omic guy because he was becoming too powerful, and the other person because they made deals with the omnics.
I have a theory about reaper and i know this is just a random comment but just hear me out. What if Reaper's abilities came from the Soldier Enhancement Program... Now there are two ways he could have gotten them Theory #1: Reaper's abilities could be his enhancements from the program Theory #2: Reaper's abilities could be from the enhancements failing and he was going to die if they don't do something... Maybe from procedure they did they could've gave him his abilities
I only said that cause maybe talon besides starting a war want to remove the omnics as a whole besides taking over the world so that way no turns omnics on them and so they can use omnics in a way that makes the omnics look like the bad guys but for now till there ready they let a few of the omnic's work with so when they in truth plan to make it look they started the war talon will then came along to stop them with some big lie so the civilians would never know the truth, after all who would suspect that talon was planing to the start another omnic war to get rid of the people who are not strong or able to defend themself's and that talon secertly works with omnics that want power, and then in make it look like some powerful and influential omnics and the overwatch members who were force to disband and now in talons words want revenge by starting a war so they overwatch could be hero's again were the reason the war started again Talon would shift the blame to overwatch even if its disband and the omnics espesically the ones that are like leaders, no talon leaders and all its black op soldiers would be seen as hero's and many of the civilians,soldiers around the world who are not killed in the second omnic war may even let talon take change in leading the nations instead of the current leaders in charge there also be a man hunt on all omnics and former overwatch members. I don't know if this is possible but it might shed some light on what talon is planning.
What I wrote may be possible and it may not maybe there is a token of truth to my commit but will have to wait and see when talon will put its full plan into action, a story mode to overwatch would help shed some light on what is happening and whats going on wonder why its not been done I thought there be a story mode when this game was first released.

I think another war is what Talon needs to get Blackwatch and their organizations in charge of keeping the world "safe". Blackwatch was ordered by Talon to destroy the Switzerland outpost to cause the public's trust in Overwatch to falter. The following years would then lead to Talon's plan to destroy Overwatch' s reputation, such as the assassination of Mundata. With Overwatch out of the way, Talon is now able to put Blackwatch, or even themselves, head of any global crisis. Then, they soon get what they really want: total world power.
