I have a slight confusion. Isn't Bohr effect related to the "decreased affinity" between oxygen and haemoglobin due to "increase in CO2" Or is it defined as vice versa too, as at 9:28 in the video 9:28 starts losing CO2, so O-Hb affinity increases.

The latter is called Haldane effect. But it does happen.

KAST96 haldane effect is not at all related to oxygen dissociation. It’s about strong acidic nature of oxyhemoglobin which causes release of H+ ion and forms H2CO3 and then that forms CO2+H2O at lungs. It’s about CO2 formation and diffusion at lungs. Bohr effect relates to O2 dissociation (and, therefore, association) at tissues.

No, because in this case we're talking about the effect of increasing pCO2 and [H+] on Hb affinity for O2. That's Bohr, and it goes on in extrapulmonary tissues. Haldane effect goes on in the lungs, and it's about O2 decreasing affinity of Hb for CO2 and H+. So Bohr is about CO2 and H+ causing Hb to give up O2 (i.e. delivery of O2 to the tissues), whereas Haldane is about the reverse of that, i.e. O2 causing Hb to give up CO2 and H+, IOW delivery of CO2 to the lungs for disposal..
