Were non effective technology was advancing & the Old ways of evading Law enforcement were becoming outdated hence the Commission Trial/Bugging of Mob Owned Establishments.

Avellino comes across as an absolute clown..just non stop blabbing and bullshting and even letting them get into his car to put the bug in the first place..and all he gets was a slap on the wrists..
