As someone who walks around at the odd the hours? No security/police presence from midnight to 5 am. A foot patrol on a few blocks at those hours could end this. Civilians can only do so much for there fellow stranger.

First 2nd avenue area has always been an especially bad area...5th Ave on up is way more safer than 2nd Ave..those trucks are in the war zone...move to 5th on up
I live here and don't exactly feel safe either. On more than one occasion iv been accosted by what i can only guess is homeless people in the midst of a meth psychosis. Some raving lunatic chucked a large rock at my head and barely missed, another raving lunatic in a LARGE thick winter jacket in the middle of a 90+ degree summer day screamed violent obscenity's at me while lurching down the street toward me and another guy who was very obviously a meth enthusiast threatened to stab me when i refused to buy him a six pack of beer, even after i bought him TWO boxes of ice cream pops. Iv only been here a year, this is way worse than when i lived in down town San Francisco. Yeah id walk by people openly smoking crack there, but NO ONE ever fucked with me.
So glad I moved from Portland. Born and raised there and what has happened is absolutely beyond disgusting. And yes there are ones that are to blame but does it really matter because of people just allow it anyways.
The bigger media outlets only report on night time crime during the day time. Have to read below the surface these types of reports to get a semblance of what is going on. The impression being built up by snippets here and there is that downtown night time PDX resembles the 1979 film The Warriors. Maybe the downtown group can fund local businesses to dress up tourists with baseball uniforms at night carrying bats and metal pipes to join the action. That will certainly put an edge on tourism.
