In the statement the interm chief released he said that he was going to review all of the complaints personally and look into all of nthe command officers who didn't do anything. But nothing will happen
@Alex you have hit upon the crux of the problem. The police chain of command at times does an extremely poor job of training and supervising their subordinates. In fact, I believe some encourage this behavior.

That there inlies the official problem those complaints are not reviewed nor determined by an authorized objective 3rd party. Thats just one motion that needs to change in a plethora of problematic issues with law enforcement. We need to get any officers with 3 strikes of repremandation expelled from the force and start over with good cops and new recruits. Before enlisted they must be evaluated by a trained psychiatrist. Then the entire training paradigm must shift whereby their reminded that their OUR servants and learn how NOT to escalate stops just bc the civiluan refuses to answer questions or affirms any other constitutional right. Finally we need to abolish police immunity ALL TOGETHER and hold them accountable for their actions by financially penalizing them out of their own pensions. Once these few measures are taken I'd guarantee you, things would drastically change. The police have become a gang-like community of so-called brotherhood which implies a don't ask don't tell/ cover-up and us vs. them mentalities that have got to be extinguished immediately.

Qualified Immunity is bad, but qualified immunity "only" inhibits or prevents civil suits and similar actions against cops. Without qualified immunity, he would have been opened up to many civil lawsuits that he would have been personally responsible for, but it would have nothing to do with the unilateral dismissal of these complaints against him.
Somebody lied to you kids about Qualified Immunity is. It protects them from lawsuits while doing their job but not if they violate your "statutory or constitutional rights".

All "officers of the law" need to have cameras that they can not turn off, that automatically upload footage real-time to a central storage, and failure to have a recording of any encounter with the public should be looked at most carefully. Multiple failures should equate to jail time. Same should go for any elected official, but 24/7, except when in their own private home, and all people coming and going to this house should be under video surveillance, and all elected official's video should be publicly accessible.

I worked in juvenile psych for 10 years with the State. We had a independent department that investigated complaints against us. We weren’t investigated by ourselves.
