Out of all the dbz villains, cell has to be the kindest one. I say that because unlike freiza, he allowed the z-fighters to train for a few days before the cell games instead of having them right away. He was still evil mind you, but was the kindest villain.

The people who made this game clearly really liked Cell's character. He has some of the longest and most original unique dialogue scenes, mostly involving him roasting everyone, and is the only character in the Story Mode who manages to regain enough control over himself after the Link thing to regain his original power on his own

In all his forms, Buu more or less has had the mentality of a child-- prior to being reformed by Hercule, this made him dangerous because (like a child) he had no concept of right or wrong, no sense of empathy, and prioritized instant gratification for all his whims and wants. Unlike Cell or Frieza, who at least _consider_ the potential repercussions of their actions before taking them, Buu would simply do whatever he wanted with no regard for the harm, destruction, or pain he could cause. He was essentially a petulant, tantrum-prone child with near-godlike powers. A deadly combination no matter how you slice it.
