Goku Black is an alternate Zamasu and Baby Vegeta is an alternate Baby, they aren't variations of Vegeta and Goku, it's not some kind of Kakarot type of thing, or a permanent evil Vegeta. Goku Black and Baby Vegeta could never work together not even as rivalries as Goku Black have a hatred for mortals due to being natural beings made of pure sin, that's why his Zero Mortal Plan is made in a way to rewrite the entirety of Universe and put it into his order in command. Baby Vegeta already got everything he wished: the demise of Saiyan heritage, peace and prosperity for his people, even in an artificial and tyrannical way, that would cause Zamasu simply seeing him as an Frieza that suffered and used this suffering as justification against others of his human kind.

Only really due to the fact Potara has a higher default time limit. Power-wise, if you use equal Goku's and Vegeta's for each Fusion, the result would be even in power. Aside from time limit, Potara also doesn't have limitations with power level (so if one Fusee is weaker than the other by a significant margin, they'd still fuse), size, race (I'd assume) etc.

Just saying but Vegito wouldn't exist without Gogeta
