Dragon Ball Z Budokai 3 - All Characters & Stages 

If you look in the game’s files, you can find references to other characters that are nowhere to be seen in the actual game. Five of these characters have unused voiceover announcements left over from early in development. One of them uses the name “Shin” which was likely an early name for the Supreme Kai before it was eventually decided to use the latter alias in the final game. Another one is particularly interesting, as it relates to Bulma who was otherwise never playable in any of the Budokai games. She actually does have a fully-programmed 3D Model leftover in the final game and you can actually use the model as a separate costume for Videl in the Japanese version using AR codes. The last three all relate to characters that were made playable in the first Budokai game, but for whatever reason were removed in the sequels and never returned until the Budokai Tenkaichi series. Dodoria, Zarbon and Android #19. Android #19 (from what I can gather) was removed because of the fact that his abilities are almost identical to that of Dr. Gero/Android #20 and the devs ultimately deciding that Dr. Gero had a much bigger role than that of Android #19 which ultimately means that Dr. Gero is essentially a replacement character in his stead. Dodoria and Zarbon were also referenced in the files of Budokai 2 but unfortunately, no official reason for their removal has ever been given nearly 20 years after the game was released. But it is highly believed that it was due to time constraints and budget issues as Budokai 3 was heavily rushed during its development. The last three characters are also very interesting. As while they don’t have any leftover audio files like the previous ones, they do appear in a reference list of what appears to be an early version of the game’s character roster. Preceding Recoome in the list (who is playable in the final game), the characters of Guldo, Burter and Jeice are referenced as playable fighters in memory even though in the final game, they are nowhere to be seen. Like Bulma, these characters never appeared in any of the Budokai games as playable fighters. So this list seems to suggest that one point, the devs were considering adding these characters to the game’s playable roster. On a personal note, I think that would’ve been a great addition! I’ve always thought that the style and graphics of Budokai 3 are some of the best in the entire series and I think it’s a shame that we don’t get to see the entire Ginyu Force in action as I would love to have seen what these three would’ve looked like in a game like this. But unfortunately, that never happened… :(
