Yes, it’s the exact same process once you mark your desired length on your paper. However, I’d advised you to put a slit at the front. You can even use different fabrics on both sides

You're welcome. Regarding the sleeve opening, measure round your arm (exactly where you want the sleeve opening to be), then divide it by 2. The figure you get is what you should leave as the sleeve opening. 24" is optional (but it's an average length). It could be longer or shorter. Measure from the back of your neck, pass through your shoulder, and down to the desired length of your sleeve opening. That's what you should measure. So because the dress will drape eventually, it will fit all sizes perfectly.
