Rings are not borders for administrative districts, more like levels of financial success =D Districts are separated by compass. There are 9 in total - the central one, and 8 by their geographic position - Northen, North-eastern, Eastern, South-eastern etc. There are also several enclaves in suburban area which are administratively considered as Moscow territory, and huge suburban area on South-west which was included into Moscow territory about 10 years ago(for which purpose we common people still have almost no ideas)

The problems is that they are very old and imagine if a earthquake is hitting this two countries is going to be a catastrophe and also these type of Soviet buildings has many issues same as in Russia! And they are very depressive!

And don't forget, there has been no communism in Russia for 30 years, and during this time Moscow has changed a lot! And I am German, when I came to Moscow for the first time, I was very surprised at how beautiful and clean Moscow is. And comparing Moscow with Bucharest is not entirely correct, because Moscow should be compared with Paris!

@@alfonsobossi1402 Ukraine is a different story. As I said, some in Russia would pay the fines and still drive it. Pretty stupid if you ask me as in the long run you end up on the wrong side of the bill anyway.
@@gogaonzhezhora8640 for me is not stupid, cars look much better, with tint i wish they allowed it here, but yeah some do it too dark and when the sun goes away its difficult to see. here we can't pay the fine and just continue but they take away the plates and you have to go to 'exceptional techical exam' and take it off, plus fine...and they take picture of the car...real nazzi
