I'm guessing it's for visibility. It's easier to see the signal changing when it's 20+ feet ahead of you than when it's right overhead. There are a few cases in the US where the signal is right near where you stop you car, and I have a difficult time seeing it because I have to lean forward and look up. If the sun is bright and I have my visor down, I have to move it just to see the signal.
