Its a Wacom Cintiq, but you can use any other tablet hooked to a computer and using the computer monitor. The software is Adobe illustrator.

That is tech pack sheet, the tech pack sheet contains all details such as print, color code, technical fit of garments. All use different software. I think you can try tech packer it is an open cloud software.

--- as hobby, try "Wacom Cintiq 13HD", much cheaper, and the price is pretty good on ebay. :)

I am currently saving money for that one :D
