Do you shave the outside off first? Or these were originally green on the outside when they started drying.

i bought a bamboo fence and 10 nights now i hear the cracking sound ,is there anything i can do to prevent this and the damage also?

How would you do that if your bamboo was 8ft in length ?

a portable propane torch would be much more conducive to drying out the bamboo. but I didn't have one at the time so just used the stove

Nope, you need to let it dry naturally. Drying it too quickly will cause it to crack.
