Technicolor was extremely expensive, filming hours and hours of a television show in colour would be far too costly. Anyhow, almost no one had a colour television in 1951. So, spending all of that money for a show to be in colour only so no one could enjoy the colour would be a massive waste of money.
That's not Lucy's voice. Lucy was one of those stars that could sing and sometimes get away with it, but this is a lip sinc, way too smooth for Lucy. She sure was a hard worker and a great actress, but singing was not her strong suit.
