This all due to increase temperatures world wide, With low pressure areas water laden air from the oceans rush to this low pressure areas. This causes built up of heavy water laden clouds in that areas. which then fall as rain. The heavier theclouds formation the heavier the rain. This is geography. It would be useless to built a drainage system in the desert as the sand will be blown into the drainage system and choke it.
