That's Hans Conried as Snidley Whiplash. He did the voice of Thorin in The Hobbit. He did much voiceover work and his voices always seemed to turn up where you least expected back then.
During that episode baby blue eyes were according to the Fenwick character in such hot demand for serving [the] Dudley Do-Right [cartoon empire] and so the top mountie Fenwick character decided to allegedly clone them.
Still, for the sake of amusement, I could just imagine the opening titles of the segment being cut just before the last note, and switched over to a "six-pips" lead-in to the Canadian Broadcorping Castration's main evening news bulletin, "The National." Or, that bit at 2:20 where Dudley chastises Snidely Whiplash with "It's not the Canadian way!" being cut to some specimen of Canadian TV sign-off sequence, especially such from CBC stations though such from CTV, CHCH and Global Television might also be worth incorporating.
Yes we were safe there as children all we had to worry about when watching was a rope and a train track because we knew who the bad guy was and we were safe as our mommies were popping vauilem. Our innocent 30 mins of life in the 60s and 70s then we were side bashed w the 3 stooges and taught fear and trickery w Scooby-Doo and who was the ever present bad guy who couldn't be caught w out a snack first and then love American style and Goldie Hawn in gogo boots and Cher if we ever stayed up late enough to get distorted and then Benny Hill made us all perverts for a day and night ... Oh where was our Dudley Do Right then.
