In a nutshell, I ‘m an avid dumpster diver, scrapper, picker, treasure hunter and underwater connoisseur. I prowl the city streets in search of dumpster loot, curbside treasures & scrap metal as well as scour the river bottoms for lost valuables during the summer months when I can scrounge up enough money for gas. Hey Mike. Those"ladders" are ceiling(sp) runs for wires. So they don't lày in drop or in insulation. They also use them to run wires between computer racks.

those ladder looking things are for cable management used in a electrical room , server rack room , or a NOC - Network Operations Closet with Routers network switches . these can be used in other applications too.
