Does it only turn on with the car on? I have my accessories on and lights and it ain’t turning on

No, it should turn on. make sure your dimmer switch is also turned all the way up. If it still doesn't work email me at jfalk54@gmail.com with a picture of the front and back of the voltmeter. I'll get you set.
