I think you have to win a few rally races, if i remember right. Cause that's what I did with my homies. They let me win a rally race or two, and then I unlocked the metals
kb4pf you take your car to los santos customs or any place where you can customize it. You go on the wheels and pick low rider, you can choose any low rider wheel you want; and then back out to where it says the three options “wheel type, wheel color, and tires.” You click on tires and then custom tires, and then you should be able to see the white rims
