Thank you. Decals are vinyl, more like plastic family. They can be wiped with wet cloth and wont tear easily. Decoupage napkins are like tissue paper. They will disintegrate the minute water touches them. And once you decoupage it with glue, its pretty permanent.

I would say no. Exposing it to the elements for a long durations of time will probably weaken the glue and eventually fall off.

I disagree. Having handled them and worked with them, I loved the quality of the decals. They are far better than the ones available for cheap on amazon.
