Yeah I usually go under Neath the eyelid I don't go at the top a little bit underneath the eye lashes is fine but you may not need it depending on the kind of mascara you bought if you get a lash growth serem that might help too and look better when you apply the mascara if they grow out naturally...
I tight line as close to the base of my lashes as possible, not the waterline because it is a drier part of the eye and doesn't create a skin "gap" btwn lashes and waterline. It prevents the liner from transferring to bottom of waterline or corners of my eye. The waterline moisture tends to make smudge the eyeliner
I use Laura Mercier Tightline cake eyeliner and a flat brush. Slightly moisten the brush first. This is the only product I found that doesn’t transfer.
I wish tightlining worked for me. I wear contacts and no matter following any kind of tips, it always comes off onto my contacts and makes them blurry. I’ve resolved to just having my eyeliner not quite look cohesive with my eyelashes😅 gotten used to it now

Use a waterproof gel liner and a flat tight lining brush. It’s the best and safest. I have to wear rigid gas permeable lenses and anything that flakes is agony under the lens. Gel pencils are good but the gel eyeliner works best.
Why do people interchange tightlining with lining the waterline? I always saw it explained that tightlining is putting liner between the upper lashes. Nothing to do with the upper waterline.
