Either of this would work. I just look at the forecast. Since your broadcasting on top of the soil you’ll want good steady rain for a period of time to get the best germination.

You can mix the 3 however oats will not make it through the winter. Oats will be eaten for a month until first freeze. The rye and wheat will come up with the clover in early next spring
